Abstract

This report is written by researchers of Social Governance Collaborative Innovation Center of Henan Province after the thorough investigation and study. The researchers include some officials of government and specialists and scholars from collaborative research institutions. The data depend on 2 aspects: the first is from China statistical yearbooks, Henan province statistical yearbooks and regional work summaries of Henan province in 2016, etc; the second is from special surveys of social governance which was conducted by Social Governance Collaborative Innovation Center of Henan Province, such as the comprehensive survey of social governance in Henan Province in the summer of 2016, the economic development environment in Henan Province in 2016, the happiness of citizens in Henan province in 2016, and the comprehensive survey of social governance in Henan Province in the spring of 2016, the investigation of returning migrant workers in the spring etc.

Based on the connotation of social governance, this report reflects 4 characteristics: the first is timeliness, the date are latest, including two social surveys conducted by Social Governance Collaborative Innovation Center of Henan Province in 2016; the second is value guidance, this report gives prominence to the participation of social organization and citizens in governance and the change of social service mode, and shows the governance's value orientation such as social energy, participation and justice; the third is local features of Henan province, this report pays close attention to the current situation of social governance in Henan Province; the forth is practicalness, the report reflects innovations of local social governance practices, it combines the theory and the innovative practice of social governance well.

This report includes5 parts: the first is general report—the analysis and prospect of situation of social governance in Henan Province. The general report analyzes and comprehensively evaluates the situation of the social governance in Henan province from 5 dimensions: social security, social contradiction resolving, social organizations, public services and social justice. It shows that the situation of public security is getting better, the resolution of social contradiction is promoted steadily, the social organizations are expanding gradually, the conditions of fundamental public services improve significantly, and the conditions of social justice need to make better.

The second part is the subject of construction of independent innovation demonstration zone. This subject mainly discusses innovation system construction of Zhengluoxin's Independent Innovation Demonstration Zone, evaluates it's innovative environment and ability. Put forward the development direction and focus of construction of independent innovation demonstration zone.

The third part is the subject of new urbanization and social governance. This subject mainly analysis the new urbanization construction, urbanization development quality of provincial directly governing county and urban community security in Henan Province.

The fourth part is the subject of public service, mainly introduce and analysis the development of social security, the development of volunteer service team, evaluation of public satisfaction of education governance, awareness evaluation and influencing factors of primary school education service quality and the demand and satisfaction of medical service for the elderly in Henan Province.

The fifth part is the subject of social governance evaluation, mainly analysis residents' values, urban residents' accessibility, economic development environment, livable city, public opinion and the website of local government of Henan Province. Based on the questionnaire survey data, the survey reports from different perspective on the social management of Henan Province, puts forward to optimize the social management of Henan Province.

The sixth part is the subject of social governance cases, mainly introduce and analysis the“N +2”model of precision poverty, the experience and revelation of Ruzhou City's party construction as the guidance to innovate grassroots social governance, exploration and enlightenment of endemic economic development model in Huaiyang County, the difficult position and countermeasures of the“Village-to-change”community, Problems and Management of Wart Village in W Village of Fangcheng County, Nanyang City and the status quo and countermeasures of the implementation of village regulations in Henan Province. These practices reflect the great efforts and the achievements of the social governance which provide the experiences and inspiration for the innovation of social governance forms and the improvement of its capability.
